Formation is generally assembled using material objects, why can’t Divine Sense be used to set up a formation?

It was solely because Peter’s Divine Sense was strong enough, and there was an abundance of Divine Sense Energy here, that as Peter refined, he could replenish his consumed Divine Sense without worrying about it being exhausted.
