Chapter 310: Operational Structure



Cassian and Kamal arrived the next morning with enough material to make Liam suspect retaliation.

He was halfway through breakfast when they entered the private sitting room overlooking Deira. Kamal carried two slim document cases beneath one arm, immaculate in a black Nurian suit with a long sleeveless overcoat. Cassian followed with his cane and the suspicious satisfaction of a man who had clearly spent considerable time preparing for this.

A woman Liam had never met entered behind them.

She appeared to be around sixty, with silver threaded through dark hair arranged neatly at her nape. Her charcoal suit carried the narrow gold insignia of the senior imperial household, and she held a projection unit against one hip.

Liam looked past them toward the doors.

Then again.

"Where is Rubis?"

Kamal set the cases on the table. "Working."

"That sounded judgmental."

"It was factual. As your chief steward, Rubis is currently reviewing candidates for your personal household, coordinating your apartments, and overseeing preparations connected to the wedding."

Liam lowered his coffee.

"Wedding preparations already?"

"The ceremony is in six months," Cassian said. "That is not a great deal of time."

Liam glanced toward Arik, who continued eating with remarkable calm.

"You knew about this."

"Yes."

"Everyone has apparently started planning my wedding without me."

"You were informed there would be one."

"That is not the same thing."

Kamal ignored the complaint with professional ease and indicated the woman beside him.

"Lady Narissa Varen. Senior attendant of the imperial household. She will work beneath Rubis and oversee your attendants, wardrobe staff, ceremonial preparation, and daily personal service."

Narissa bowed with polished precision. "Your Highness."

Liam returned the greeting, then studied her.

"How old are you?"

Arik stopped moving his cup.

Kamal closed his eyes briefly.

Narissa, however, only smiled. "Ninety-two."

Liam stared.

Then his attention moved slowly around the room.

Cassian was approaching three centuries.

Kamal was considerably older than he looked.

Rubis himself had never struck Liam as matching whatever age he actually possessed.

"Why is everyone in Nuria extremely old and looks so... young?"

Cassian gave a quiet laugh.

"The Core."

"What does the Core have to do with aging?"

"The sovereign’s bond does not affect only the sovereign," Cassian explained. "The stronger the connection between the sovereign and the core, the more its stability spreads through those living within its influence. Longer lives. Slower physical decline. Better channel preservation."

Liam’s eyes moved immediately to Arik.

"So when your bond settles—"

"Yes," Arik said. "The effect will strengthen again."

"That is deeply strange."

"You live in a suspended city powered by ether."

"That does not make this less strange."

Narissa activated the projection before Liam could begin calculating lifespan effects.

At the center appeared:

Five branches extended outward: imperial household operations, public institutions and patronage, medical and educational foundations, provincial liaison, and technical and cultural development.

Each divided again into reporting structures, staffing requirements, budget authority, escalation thresholds, and responsibilities requiring sovereign approval.

Liam stopped reaching for breakfast.

"You made a flow diagram."

Cassian rested both hands over his cane.

"I raised Goliath for approximately one hundred and forty years."

The display shifted.

Ceremonial language vanished, replaced by something much closer to a process architecture.

Inputs. Outputs. Authority limits. Feedback channels. Delegation pathways.

Liam leaned closer.

Arik hid a smile behind his coffee.

"I dislike how effective this is."

"I expected you would," Cassian said.

Kamal enlarged the household branch. "Rubis will control the daily operation of your personal household as chief steward. You are not expected to hire every attendant or approve every rotation yourself. He will bring major appointments to you and handle the rest."

"Good."

"Narissa will manage the senior attendants beneath him."

Narissa inclined her head.

Liam studied the organization chart. "How many people?"

"Directly attached to your household once fully established? Approximately forty," Kamal said. "Indirectly, several hundred positions fall beneath the broader imperial household."

"That is not a household."

"It becomes one when you marry an emperor."

Cassian changed the projection.

Hospitals, schools, technical academies, medical foundations, charitable organizations, and research grants.

Liam’s attention sharpened.

"These have operating budgets."

"Substantial ones," Cassian said.

Two medical foundations appeared with nearly identical objectives.

Liam frowned. "Why do these exist separately?"

"A disagreement between two noble families."

"How old?"

"One hundred and seventeen years."

"Are they still arguing?"

"Enthusiastically."

Liam reached for his stylus.

Arik sighed.

"You have possessed the theoretical office for seven minutes."

"And already found waste."

Kamal moved the display before Liam could reorganize a century of institutional politics over breakfast.

"The next six months are preparatory. You will learn the structure, approve your senior staff, review the institutions attached to the office, and determine which responsibilities you intend to handle personally."

Liam paused.

"Why exactly six months?"

Cassian and Kamal both looked toward Arik.

That was never encouraging.

Arik set down his cup.

"The coronation."

Liam waited.

"And our marriage."

His stylus stopped.

"The same day?"

"Yes."

Cassian nodded. "Once the Core has settled sufficiently, Arik will be crowned emperor. Because he already has a recognized mate, your marriage and investiture as empress consort will follow as part of the same imperial ceremony."

Six months.

The mate ceremony.

The final stone.

Their full bond to the Core.

Felix’s contamination had to be removed before then.

Arik’s gaze lingered on him, clearly following the same thought, but he did not interrupt.

Instead, Cassian changed the projection again.

A six-month implementation plan appeared.

Liam stared.

"You made a commissioning schedule."

"Essentially."

Liam hated how much more reasonable everything became when presented this way.

Then his attention caught on another branch.

Technical and Scientific Patronage.

Engineering scholarships. Independent laboratory grants. Public infrastructure research. Formation science. Technical education.

He looked at Cassian.

"You added that."

"Restored it. Goliath redirected much of the old household patronage toward engineering and applied sciences."

"That might be the first sensible administrative decision I’ve heard from him."

A faint pulse of offense moved through the bond.

Liam smiled.

Kamal changed the display to staffing.

"Rubis will present the first group of candidates to you later this week. Narissa has already reviewed their service records and suitability."

Narissa stepped closer, movements smooth and unobtrusive.

"You will have final approval over anyone working in your immediate household, Your Highness."

Liam looked from her to the projection.

She seemed competent, professional, and apparently accustomed to the imperial household long before his arrival.

He relaxed slightly.

"Fine. Show me the rest."

Cassian smiled.

One hundred and forty years of Goliath had apparently taught him exactly how to make administration irresistible to an engineer.
