Through the Tower's formal ranker governance system — a different channel entirely, the administrative pathway that the ranker registry used for disputes about climber status, floor access, and upper-hierarchy structural integrity questions. Kang Min held that.

"You prepared a counter before they filed," he said.

"The governance challenge was the predictable response to a documented insertion that couldn't be challenged through standard means," Indra said. "If I waited for them to file before preparing the counter, the seventy-two hour response window would run while I was building the response. I had the counter ready and filed it four minutes after their challenge appeared in the governance system."

Four minutes. Indra had watched the governance system for the challenge filing and submitted the counter the moment it appeared.

"The counter's basis," Kang Min said.

A pause. "The administrative intelligence will rule against the Compact," Kang Min said.

"The administrative intelligence will rule accurately," Indra said. "The original design parameters say what they say. The ruling will be accurate." The being paused. "The accuracy will not be in the Compact's favor."

"How long does the process run," Kang Min said.

"The counter-filing creates a parallel process that suspends the hold while the governance dispute runs," Indra said. "Your floor access is not restricted during the dispute. You can continue climbing while the governance system adjudicates."

Kang Min read the governance challenge notification again. The seventy-two hour window that had been the Compact's operational lever — suspended by Indra's counter before the window had been open for five minutes.

"You've been three steps ahead of them this whole time," Kang Min said.

"I've been in this architecture for a long time," Indra said. "Long enough to know what the Compact does when its primary tools fail. Long enough to have the counter prepared." A brief pause that carried something other than calculation. "I have my own reasons for wanting the ceiling program dismantled. The Compact's insertion of governance mechanisms into spaces that should be operating by the Tower's design logic is not a recent development. I've been watching them work for decades."

"Why now," Kang Min said. "Why is this the convergence candidate you've chosen to support."

"Because you have the Stellar Breaker," Indra said. "And the star's documentation. And Jiseok's direct involvement in your preparation. And the Tower's administrative intelligence formally engaged with your ascension process." A pause. "The previous five were approaching convergence alone with what the Tower's floor architecture had given them and what their own knowledge had produced. You are approaching convergence with everything that the forty years since the last convergent being have produced stacked behind you." Another pause. "The Compact stopped the previous five when they were close. What you have when you are close is different from what they had."

Kang Min thought about the collar piece in his inventory. The boundary framework at the merger layer. The administrative intelligence waiting to see the output. Jiseok's forty years of preparation.

"Keep the governance process running," he said. "I'm going into floor seventy."

"The process will run," Indra said. "Go."

He went through the gate into floor seventy.

The governance challenge was in the Tower's formal system, the counter was filed, the hold was suspended, the administrative intelligence's technical ruling was pending. All of that was running in the upper architecture's administrative layer while he cleared floors.

The Compact had used every tool available to them. The insertion program, burned. The governance challenge, countered before the hold activated. The direct contact and offer, refused with a marker transmission that confirmed the documentation he held. The affiliated contact, declined.

They had nothing left that was faster than him moving.
