Chapter 1090 - 1088: Successive Interrogations
As Tang Yumeng was leaving the office, he happened to run into Luo Guoqing, who, seeing the worried look on Director Hu's face, chuckled and said, "Director Hu, what's going on with you?"
Director Hu sighed and said, "Old Luo, I won't hide it from you. Secretary Tang wants me to take people to urgently interrogate Tong Huaiyu's wife, but we're not allowed to arrest anyone or coerce for confessions. It's a bit tricky."
Luo Guoqing's eyes twinkled as he said, "Director Hu, I have a suggestion for you."
Hearing this, Director Hu quickly said, "Old Luo, please tell me. If it works, I'll treat you to a meal."
After Luo Guoqing whispered a few words into Director Hu's ear, Director Hu's eyes immediately lit up. "Old Luo, your idea is brilliant. I'll go make the arrangements. Wait for my call after work; I must thank you."
Luo Guoqing's advice to Director Hu was actually quite simple. During that investigation of the anonymous letter, he discovered that Zhang Wenhui was quite capable. If this matter were handed over to Zhang Wenhui, success would be guaranteed.
Zhang Wenhui had replaced Li Jiangping as the head of the Huainan Road Police Station for two or three days now. After Song Xiaojia returned to work, he specifically sought her out to ask if she was behind the issues with Li Jiangping.
Song Xiaojia knew well what was going on, but she insisted that she didn't know, nor did she know what the deal was with Li Jiangping's removal and investigation.
Seeing Song Xiaojia's confident demeanor, Zhang Wenhui surprisingly believed her, though this issue kept nagging at him.
Lv Yan hadn't faced any repercussions over Li Jiangping's matter. Three days had passed, allowing her to breathe a little easier. She secretly decided to report Li Jiangping to the relevant departments before his full investigation, as well as proactively disclose her own issues and return some of the illicit gains she had received.
Alas, it seemed Li Jiangping wasn't sharp enough, having encountered a woman like Lv Yan. Such women are like bridges that tear once crossed; when disaster strikes, they save themselves first.
That day, while arranging some work-related matters with Song Xiaojia, Director Hu called, asking him to immediately come to the city bureau.
Zhang Wenhui didn't dare delay and arrived at Director Hu's office in under half an hour.
"Old Zhang, I have a serious task for you. First, take a look at these materials." Director Hu handed a stack of documents to Zhang Wenhui.
Zhang Wenhui took them and carefully read them from top to bottom. These materials were related to Tong Huaiyu and Zhao Bingnan. Typically, such matters would be the discipline inspection committee's responsibility, leaving Zhang Wenhui puzzled as to what Director Hu intended.
"Director Hu, what does showing me this mean?" Zhang Wenhui asked, looking at Director Hu.
Director Hu said, "The City Committee has handed Tong Huaiyu's case over to our city bureau. Secretary Tang wants us to quickly uncover all of Tong Huaiyu's issues, but since Tong Huaiyu hasn't confessed to anything yet, we're thinking of finding a breakthrough with his wife."
At this point, Director Hu picked up a cigarette from the table, tossed one to Zhang Wenhui, lit one himself, took a puff, and continued, "Secretary Tang instructed us not to arrest his wife or use coercion on her. We need to find a way to get the truth from her mouth. After much thought, I believe you're the best fit for this task."
"Director Hu, this, this isn't according to protocol," Zhang Wenhui slowly responded.
"At such a critical time, worrying about protocol is trivial. Old Zhang, I trusted you to handle this task. Don't let me down," Director Hu said, smoking.
After pondering for a moment, since he had only been station head for a few days and the leadership entrusted him with this task, he couldn't turn down his superior and thus agreed.
Back at the station, Zhang Wenhui immediately called in Song Xiaojia and told her about it. Upon hearing it, Song Xiaojia knew this was Lin Chuan's suggestion; only Lin Chuan could come up with such a plan.
Tong Huaiyu's wife, named Yao Xiulan, was a primary school teacher in a village of XX Township. Since Tong Huaiyu's promotion to township head, she hadn't been attending school, idling at home.
Since the investigation into Tong Huaiyu began, Yao Xiulan was anxious daily, constantly on edge, fearing the day the police would come for her.
She knew quite a lot about Tong Huaiyu's affairs, even secretly accepting some money without his knowledge.
Her worries finally materialized that day when two police officers came to her door in the afternoon.
These two officers were none other than Zhang Wenhui and Song Xiaojia.
The moment Zhang Wenhui laid eyes on Yao Xiulan, he noticed the undisguised panic in her eyes, knowing immediately that she must have issues.
Tong Huaiyu still lived in a brick-and-tile structured house, which from the outside, didn't look much different from an average rural residence, certainly not like a place where a township head would reside.
Once inside, however, it was a different story. The floor was entirely of marble, and the furnishings could be described as quite luxurious, with an imposing décor.
Sitting on a black leather sofa in the main room, Yao Xiulan poured tea for Zhang Wenhui and Song Xiaojia, then nervously took a seat opposite them.
"Yao Xiulan, we're here today to learn some things about Tong Huaiyu. We hope you'll proactively cooperate with our questions," Zhang Wenhui said, staring sternly at Yao Xiulan.
Yao Xiulan's body shuddered instinctively, nodding in a fluster, "I will answer truthfully."
Then Zhang Wenhui asked several questions, but whether Yao Xiulan truly didn't know or was feigning ignorance, her answers were ambiguous, never addressing the key points.
"Yao Xiulan." Frustrated with her refusal to answer truthfully, Zhang Wenhui suddenly shouted, "You need to understand one thing, our visit gives you a chance, don't think we know nothing."
Upon hearing Zhang Wenhui's shout, Yao Xiulan shook and almost fell off her chair, but she braced herself. After all, this matter concerned both her and Tong Huaiyu's fate.
"Yao Xiulan, Tong Huaiyu's issues are very serious, don't expect him to escape legal punishment. If you don't disclose everything truthfully, your life may be spent behind bars," Zhang Wenhui said again, seeing hesitation on Yao Xiulan's face.
Song Xiaojia also chimed in, "Yao Xiulan, if you're not thinking for yourself and your husband, at least think of your child and family. If both of you end up inside, who will take care of the child and home? Can you bear to see them neglected?"
Yao Xiulan looked pitiful, clearly affected by Song Xiaojia's words.
"Yao Xiulan, as long as you willingly confess, we'll report your cooperation to the organization, seeking leniency and avoiding accountability for you," Zhang Wenhui pressured relentlessly.
Under their persuasion, Yao Xiulan finally spoke, confessing everything.
Since becoming township head, Tong Huaiyu initially aimed to serve the people, bringing welfare to the area.
The problem lay with Zhao Bingnan, the township Party Secretary, who began enticing Tong Huaiyu materially, leading him to succumb to temptation and become completely corrupt.
According to Yao Xiulan's confession, Tong Huaiyu's issues primarily involved three points: first, colluding with Zhao Bingnan in manipulating land compensation during highway construction, pocketing part of the funds. Second, exploiting Tianrui Company's land leasing deals, harming villagers. Third, leveraging connections to accept bribes.
Yao Xiulan further revealed that in the highway and Tianrui Company's compensations, Dragon Brilliance Company's Li Xiaohui exploited his father Li Huaishan's position as West River County's secretary, forcing Tong Huaiyu and Zhao Bingnan to transfer millions to Dragon Brilliance Company. Li Xiaohui didn't let Tong Huaiyu and Zhao Bingnan assist without reward; the benefits Yao Xiulan received from Li Xiaohui for Tong Huaiyu totaled over two million.
Additionally, Tong Huaiyu secretly appointed his brother Yao Shunzi to work in the township government, transforming him from a petty thug to a state-employed civil servant.
Yao Xiulan also mentioned that one day, after an encounter with Tong Huaiyu, he told her that Li Xiaohui borrowed so much from the township to deal with some unknown matters with a city group company, likely never to refund the money.
Song Xiaojia asked if Yao Xiulan knew which company it was, but after thinking for a while, she couldn't recall.
After questioning for over two hours, with nothing more to confess, Zhang Wenhui and Song Xiaojia left her home and returned to Jiangbei City, directly reporting to Director Hu.
Upon receiving Zhang Wenhui's report, Director Hu immediately called Tang Yumeng, honestly relaying Zhang's findings. After the briefing, Tang Yumeng requested Director Hu to hurry to her office.
Now all issues point to Dragon Brilliance Company, to Li Xiaohui. Li Xiaohui's identity is particularly sensitive, considering his father is West River County's secretary, Li Huaishan.
Tang Yumeng was unsure if Li Huaishan was involved. To avoid alerting him, she instructed Director Hu to secretly conduct a comprehensive investigation into Dragon Brilliance Company while monitoring Li Xiaohui to prevent his escape.
Regarding Li Huaishan, Tang Yumeng didn't want to act without substantial evidence, given his prominent position. A mistake would be serious.
Considering Tong Huaiyu's wife, after much thought, Tang Yumeng decided not to arrest her yet, fearing it might awaken Li Xiaohui's suspicion.
As for the city group company mentioned by Yao Xiulan, Tang Yumeng didn't comment; unraveling Li Xiaohui's affair would reveal this company.
