"This law needs to get the consent and signature of the territory’s monarch to achieve its intended effect, formally established and implemented within the territory’s bounds."
Bronze Dragon Alina pulled out a thick scroll from her Magic Treasure Bag and handed it to Karon with both hands. The Magic Treasure Bag was favored among these Giant Dragon Lords, as it saved them from having to swallow items or hide them within their scale crevices.
This beauty-loving Bronze Dragon even embroidered patterns of Gold Coin and Gemstone onto her Magic Treasure Bag.
Karon took the scroll and gently tapped on it; Magic Power supported the scroll to float open, and several hovering Mage’s Hands lifted the spread scroll in place.
Despite its lengthy appearance, the law was actually not complex, including a preface and a general outline which branched into several detailed articles.
The preface of the law clearly established the supreme ruling position of the Dragon Group, as well as the law’s superior legal authority.
The subdivided articles in the general outline included many topics such as multi-species republic, legal fairness, and territory order regulations.
While reviewing the law, Karon curiously asked, "Naxson? Is it the name of a scholar perhaps? It seems you all invited him to co-revise the law, indicating he is certainly a person of exceptional talent."
"That brings us to the second matter," Bronze Dragon Alina proactively responded.
"After the communications on Interest Day, the Dragon Group agreed on a unified goal. With the expansion of future governing scopes and better development of existing territories, we need to assimilate uniting forces and accept new members into the Dragon Group."
Bronze Dragon Alina began to see matters from the Dragon Group’s perspective, which was good. Her beautiful face showed calmness, exuding a poised confidence not possessed by the uneducated Five-Color Dragons in governing territories.
"Naxson, a friendly Giant Dragon of great talent, claims to be an Ocean Dragon tribe. Through our interaction and communication, Doss and Akzhi along with myself recommend him as the officer of the territory’s Law Enforcement Department,"
Bronze Dragon Alina solicited the Supreme Monarch’s opinion, her eyes hoping for approving acknowledgment.
"Having the Five-Color Dragons or Dragon’s Beloved as law enforcement is inappropriate, and neither Alfred nor I have the energy for such extra duties,"
Bronze Dragon Alina was indeed right. Karon agreed.
In the Five-Color Dragons’ view, crimes like theft and robbery were grounds for direct execution due to encroaching others’ treasures, which was the Reverse Scale of Five-Color Dragons that must not be provoked.
Even for minor offenses, if the Five-Color Dragons felt offended, they believed immediate death was appropriate.
As for Dragon’s Beloved, lacking adequate experience and training, they would rigidly enforce laws and orders without handling important roles. In Bronze Dragon Alina’s opinion, neither governance nor human management aligned with Dragon’s Beloved.
Which was contrary to Karon’s moderate management between relative governance and relative human rule.
Blue Dragon Doss stepped forward, his tail sweeping with a gentleness not typically seen in other Five-Color Dragons, displaying an attitude deviating from Five-Color Dragons entirely.
"Actually, it was Alina who persuaded that Ocean Dragon. Initially, we mistook that dragon for another Sea Dragon," Blue Dragon Doss took the initiative to commend Bronze Dragon.
"Though Naxson managed numerous interactions and had quite a few sparring sessions with Akzhi and me, forming a friendly acquaintance, he remained terrified of the chaotic and insane bloodline of the Five-Color Dragons. Despite admiring the territory’s beauty and yearning for its order, our invitations to him never succeeded."
Blue Dragon Doss looked upon Bronze Dragon Alina with approving eyes, realizing the ease the inclusion of Order Dragon Species brought to the Dragon Group.
"Ms. Alina visited personally, we jointly invited Naxson, and he felt Ms. Alina’s bloodline, accepting finally. In Naxson’s view, if the order species like the Bronze Dragons could hold important positions in the Dragon Group, the group genuinely embraced order."
Bronze Dragon Alina stood boldly with her chest forward, accepting Blue Dragon’s praise. Dragons did not humble themselves; such words never appeared in the dragons’ dictionary.
"Well done, Alina, you truly are an outstanding leader. Your talent and insight surpass any female dragon I’ve ever seen; surely your reward this year will be particularly generous,"
Karon certainly didn’t hesitate to praise the energetic Bronze Dragon and not only offered a piece of the pie but was adept at portraying it.
"As for the dragon you recommended, Naxson, has he arrived here?" Karon gently asked.
Although Karon had long sensed the waiting dragon outside, expressing his friendly attitude was crucial, thus he asked proactively.

An Ocean Dragon, distinct in appearance from other Giant Dragons, stepped in from outside the great hall, winding forward under the gaze of several dragons.
"Honorable Monarch, noble True Dragons, I salute you, Lord Karon," Ocean Dragon Naxson, slightly peculiar in appearance compared to other dragons, bowed his head slightly, showing respect toward Karon.
This dragon bore no wings, and resembling Eastern Dragon somewhat, was wrapped in blue skin, his tail spread like braided hair, growing blue tail petals.
Similar blue petals grew on his head and parts of his body, akin to prickly tissues seen in other dragons, with membranes growing near his spine akin to fish fins.
As a juvenile dragon, Ocean Dragon Naxson was somewhat small, about twelve meters in length, seeming slender and overly weak from Karon’s perspective.
However, the ocean was the home of Ocean Dragons, and Ocean Dragon Naxson was more suited than Blue Dragons to protect coastal territories.
Karon smiled, tapping the law scroll lightly with his fingers, then said, "The Dragon Group welcomes you, distant traveler."
"Doss, Akzhi, and Alina jointly recommended you; I trust my companions, so now you are our companion too. However, I’d like to hear your thoughts on this law."
The lean Ocean Dragon Naxson confidently watched Karon and began speaking, "Truly, during the initial revision of the law, the Blue Dragons and Bronze Dragons had disputes; needless to say, a wise monarch has surely discerned their respective views."
"From my long observation and reflection, I believe the law is simply a tool for the Dragon Group to forge Giant Dragon Rule, creating a relatively equal and coexisting republic kingdom beneath the Giant Dragons."
"The law’s effectiveness cannot constrain the Dragon Group because the law exists because of the Dragon Group, so I recommend implementing two parallel laws, one of which shall bind the Dragon Group, akin to the Dragon’s Covenant."
"The future kingdom of Giant Dragons needs sufficient stability and a stable order; as the Dragon Kingdom expands, the Dragon Group will prosper. Unrestrained Dragons would become a disaster, even a wise monarch cannot cast his gaze upon every dragon."
"Thus, even the Dragon Lords possessing supreme power need constraints!" Ocean Dragon’s words were impactful.
Karon smiled without answering the topic directly, leaving his imprint at the end of the law, agreeing to its authority.
Then he opened his five claws towards the Ocean Dragon, smiling warmly, "Welcome to the Dragon Group, Naxson."
Ocean Dragon Naxson lowered his head slightly, permitting the Red Dragon’s sharp claws to cover his head; he heard the deep and resonant Dragon Language of the Red Dragon nearby.
"I appoint you, Naxson, from this moment on, to be the Law Enforcement Officer of the Golden City, with the authority and duty to punish all unlawful acts, while also bearing the responsibility to maintain the safety and order of the Golden Coast!"
"I shall follow your command, my King!" Naxson responded at that moment.
