Modo City implements universal education, with General Knowledge being compulsory learning content. Parents who don’t let their children complete General Knowledge courses would be fined and sentenced to one and a half years of hard labor.

Gifted talents will receive educational subsidies from the town hall around the sixth grade of primary school, which is higher than many workers’ salaries.

Official Mage Apprentices receive nearly fifty Gindele in subsidies every month and can receive this for a full five years. If after five years one cannot become an official Mage, then they won’t receive this subsidy.

If a Mage serves 30 years and advances to High Tier Legendary (Level 25), they can receive an Other-dimensional Sphere Type I (Interstellar Spaceship) assigned by Modo City, as well as obtain their own small plot of land on other Half-Planes.

A 16-point Intelligence genius is no big deal there. Those with wealthy family backgrounds and family heritage can rely on powerful Curios to boost their Intelligence Attribute to over 25 points to aid in learning Arcane Knowledge.

Modo City favors Lawful Neutral, but non-legal, unwritten rules are allowed. There, the quickest way for ordinary people to rise is to join the Star Realm Fleet to explore other Planes and the Crystal Wall System. Despite some risks, as long as meritorious service is achieved, one can quickly advance. Merit is rewarded, faults are punished; this is the foundation of Modo City’s rise. If someone embezzles merit, officials from the top to the bottom of the Star Realm Fleet will be removed and heavily penalized. More severe cases might face the Judgement Court composed of ’Deathwalkers.’

In the Judgement Court, there are quite a few old monsters who have lived for centuries, some of whom can be traced back to the period of turmoil in the Overseas Islands. A portion of them are as powerful as Demigods.

Dandy laughed bitterly, "Without my mother’s connections, I would probably find it very hard to advance to Legendary."
