Yet, the Navy’s public announcement was that Koby became the new symbol of the Navy by protecting civilians during the incident.

Also, when did the World Government ever treat civilians on an island that wasn’t even a nation as human beings? They completely ignored the civilians of allied nations.
Therefore, the truth behind Koby becoming a Navy hero was definitely not that simple and likely involved World Government secrets, which is why it was kept hidden.
