The first reward allowed him to integrate certain areas of this world into his own world. The catch was that Kaos could choose which area to merge.
To put it simply, Kaos could place the fusion area near the Red Line, or anywhere in the Four Seas.
This freedom was important. If it was uncontrollable, Kaos wouldn't risk merging any area too soon. After all, the zombie virus might spread throughout the pirate world.
He didn't want his own world to become an apocalypse.
