Rainbow Rocket Team — without a doubt, even considering all parallel worlds within the Pokémon universe —
is the strongest evil organization.
It was established by Rainbow Giovanni, who traveled through various parallel worlds, uniting the leaders of evil organizations from each world who had mastered Legendary Pokémon, forming the ultimate criminal syndicate.
If it has any weaknesses, it would probably be that, although these evil leaders appear to temporarily align under Rainbow Giovanni and belong to the same organization on the surface, in reality, they each have their own hidden agendas.
It could be considered the Rocks Pirates version of Pokemon. And like the Akatsuki, even though they have the power to dominate in team battles, they inexplicably decide to send members one by one to be defeated. Ultimately, they are defeated one by one by the Sun and Moon protagonists, who also possess top-tier Legendary Pokémon like Necrozma.
In Stephen's opinion, the current Shadow organization is like a weakened version of Team Rainbow Rocket. They have numerous Legendary Pokémon at their disposal, and their goal is the same — world domination.
Of course, there are differences. After all, whether it's the Infinity Pokémon siblings or the trio under the command of Caishen, they can't compare to the top-tier Legendaries wielded by Team Rainbow Rocket. However, Shadow does have one advantage over Team Rainbow Rocket: its leadership structure. The Shadow higher-ups are all members of the same family, the Caishen family, and they are skilled in team battles. They don't line up to be defeated like Team Rainbow Rocket.
Additionally, Stephen believes there is another important objective factor:
The Pokémon League is currently undergoing a period of transition and reform. In other words, the prodigies of the League haven't fully matured yet.
Lance, Cynthia, Steven, and even the slightly weaker Lorelei, Drake, and Caitlin — all of these future elite pillars of the League haven't yet reached the fully-formed levels they possess in Ash's era.
At present, Shadow possesses the Legendary Birds, the Regi Trio, and the Infinity Pokémon siblings, all empowered by dark forces. To be honest, they do have the ability to challenge the Pokémon League.
