For the World Government, this was an opportunity to undertake reforms not only in the military, but also in its own administrative system and in the distribution of Cipher Pol's powers.

Last year, with the development of other worlds and multiple mega projects, the World Government departments had to desperately recruit talents from all areas, coming from different kingdoms and islands.

While this effort allowed them to barely manage to manage the administration of all four worlds, it also resulted in overly bloated departments and left Starfish World's reserves of qualified personnel depleted.

With the current education system of Starfish World, educational institutions only exist on a few islands that are advanced in terms of civilization. In most kingdoms and islands, outside of the areas inhabited by the nobility, most people do not even know how to read.

That is why the policy of four universal public institutions promoted by the World Government has been so well received by the population.

These institutions include public schools, police stations, world hospitals, and government offices.

These four pillars ensure the basic needs of life for the citizens and, to a certain extent, prevent the local nobility from oppressing the commoners without any scruples.

In this way, the World Government has gradually gained the trust of the people. Over the years, the fear that the population felt towards them has begun to transform into respect.

As for the Celestial Dragons, except for those who have been direct victims of their abuse and still hold a grudge, most people have chosen to ignore their existence. Not mentioning them seems to be the unspoken consensus.

That aside, the next step for the World Government is to redeploy the excess workers to other worlds.

The idea is that the World Government headquarters on the other worlds will handle most of the administrative matters, while the headquarters on Starfish World will oversee and control the main operations.
