Yang Yi no longer needed Justin to fulfill his third condition; he only needed Justin to help him spread the two messages.
As Justin said, the Cicero Family had to be responsible for the messages they put out, so the Cicero Family was essentially endorsing the Organization of Water.

So Yang Yi’s plan was to ask for a sky-high price and wait for Justin to settle it locally—if Justin didn’t want to fulfill the first condition, he would have to meet the second one. Surprisingly, Justin agreed to both conditions, which was beyond Yang Yi’s expectations.

Yang Yi thought it was good enough for Justin to agree to one thing, hence he proposed the most difficult one first, but the result showed Justin’s character to be much better than he imagined.
