If intelligence is the main business of the Organization of Water, then combat power is the biggest guarantee that ensures the smooth operation of the main business. These two aspects are of utmost importance, even more crucial than how much money can be made.

Because the vast financial resources the Organization of Water possesses didn’t come from selling intelligence, but from plundering.
