Even though Mayeux never heard of Garron evaluation of Ogura, it is very ironic that these two people share the same evaluation of Ogura.

Garron could see the future of his tribe under Ogura because he knows Ogura closely.
But Mayeux knows Ogura only from reports from his spies but he could still make this kind of judgement.
Ogura is unfit to rule and he would eventually lead Utgard to chaos. Even now, there is probably all kinds of chaos in Utgard territory right now.
This is why he wanted Aeryon to stay out of Utgard. The power struggle in Utgard creates an opportunity.
