After being granted permission to rise, Qu Zixi said, “I heard that Your Majesty has issued a decree to grant amnesty to the refugees in Luoyang and to open the granaries again. I have come to celebrate.”
Prince Donghai smiled, “You are not from Luoyang… Oh, wait, you are here to celebrate the Emperor?”
