With the split of the Uchiha clan into the Uchiha clan and the Hagoromo clan, peace returned to the Land of Fire.
Skirmishes broke out between small clans here and there, but there was no large-scale upheaval anywhere.
Most of the large clans were still recuperating from the previous wars. Not only that, the resources of the Land of Fire had dried up from continuous wars, and now these clans turned their attention to the foreign nations to loot their resources.

It hasn't been long since rebels of the Uchiha clan found a new clan and it was already in jeopardy after a generation.
Most of the members of the Hagoromo clan had little to no talent to awaken the Sharingan. The true elite shinobis were still within the Uchiha clan, shinobis with a strong Uchiha bloodline, and had the ability to awaken the Sharingan.
The Hagoromo clan was mostly made of branch family members of the Uchiha clan with mixed bloodlines from several other clans. It's part of the reason these shinobis had low potential to awaken the Sharingan and thus they had to depend on the forbidden drug to stimulate their Uchiha blood.
Now, with the recipe of the Forbidden drug sealed in the main branch's hands, they had no choice but to seek alternatives.
