Chapter 44: Unifying Skypiea
Brook couldn't move the enormous golden bell on his own, so he returned to the Golden Palace in Upper Yard.
"Captain Brook, these Island Clouds are incredibly light, buoyant, and durable—aren't they the perfect material for a sea train?"
Tom the Fishman exclaimed excitedly, as if he had just discovered the ideal resource.
"Don't get too excited yet. These Island Clouds might not work in the Blue Sea. You should run some tests first."
"I see... If they can't hold up in the open sea, then they're useless."
Brook's words dampened Tom's enthusiasm, but he still intended to experiment.
Brook knew that Iron Clouds, Ball Clouds, and Swamp Clouds produced by Cloud Shells couldn't survive in the Blue Sea. However, he wasn't sure if naturally formed Island Clouds would last.
These clouds could also be specially processed into modified clouds for making furniture, building materials, or even canals. There was a chance they might be viable in the Blue Sea, but Tom would have to test that himself.

"Captain, if we install these Breath Dials on our ship, it would be perfect! We'd be able to sail through the Calm Belt!"
Tom was amazed by the utility of the various types of Sky Shells.
