"What do you mean by 'huh?'" Lu Ran asked.
"What do you mean by unifying the animals around Green Sea City? Have you gone crazy?" Fang Lan countered.
"Dr. Gu wants to use Green Sea City as a special testing area. I am now the person in charge."
"No way! Then, what do you mean by a special testing area?" Fang Lan was a little confused.
"Well, how should I explain it? You know how the spiritual energy revival occurred and how many animals have evolved, right?"
"Right."
"Currently, other cities are trying to expel, eliminate, or capture these creatures, but it’s clear that as the number of transcendent creatures increases, this approach won’t work in the long run.
"So, Green Sea City is planning to expel and eliminate any creatures that can’t be reasoned with while subduing those powerful enough to communicate. The subdued creatures, in turn, would help manage the wild ones. Do you get it now?" Lu Ran explained.
Fang Lan was still puzzled.
"How are you going to subdue them? Are you going to contract them one by one?"
"Fourth-generation beastmasters may not be capable of contracting them. On the other hand, there aren’t enough third-generation beastmasters, and the number of transcendent creatures is continually rising. So, rather than contracting them all, we need to communicate with them."
