"Yes. Otsuki Yama Shigeji was a spy. He never truly defected from Kirigakure; his so-called betrayal was just a ploy to obtain a specific piece of intelligence from Amegakure," Tsunade continued. "Seventeen days after he returned to Kirigakure, he was dead."
