Skye briefly explained to Cain what had happened during his absence, both in the gym and within Team Heaven.
Although Cain had only been away for about fifteen days, the changes were significant.

Additionally, the gym was ready to start recruiting apprentices, but this decision required Cain's approval, so Skye didn't dare make it on his own.

Team Heaven had also grown rapidly. After establishing their base on the mountain, they had recruited many orphans, vagabonds, and impoverished people from Leafy Town, Verdanturf Town, and Mauville City, offering them the opportunity to become trainers.
Those who completed certain missions could become official members.
To achieve this, they had to pass an evaluation based on the standards used by Team Rocket, which Miyamoto was very familiar with.
Thus, Team Heaven currently had four officers besides Cain: Skye, Miyamoto, Alec, and Karen.
Karen was the strongest and led the Celestial Hunting Group, while Skye was the weakest, handling daily administration. Miyamoto and Alec supervised training and led members in battles and Pokémon captures.
Additionally, Cain had brought several people from the Trial Island, such as Fox, and others who showed good potential, appointing them as captains.
