Currently, the Heaven team, a division of Team Rocket, is still primarily composed of Cain and his six companions.
There isn't a clear hierarchical structure yet, but once Cain manages to formalize this division, the rules will be implemented officially.
For now, the current members, once the regulations are established, will at least hold mid-level management positions. This is something Viper likely understands, which is why he will put great effort into his work.
Although Viper was third-in-command in the Black Serpent Gang, compared to what the Heaven team represents now, there's no comparison. Be it in power, management methods, or resources, the differences are evident.
