They gave Cain a brief report on the progress of their tasks for the day.
Nearly everyone had registered as hunters with the Hunter Guild and was now waiting for Cain to establish the hunting team so they could join.
Additionally, the recruitment for Team Heaven had started operating effectively. The primary recruits were still poor children or orphans.
These individuals aspired to become trainers but lacked the opportunity or means to do so.
In the Kanto and Johto regions, there was still the possibility of joining Team Rocket. If they survived the selection process, they could become trainers, albeit as members of Team Rocket. Even so, compared to a life of poverty, this was a significant improvement.
In the Hoenn region, similar organizations existed, but their recruitment standards were much higher.
In Leafy Town, no such organization was present.
Previously, the Black Serpent Gang could barely sustain its own expenses, let alone support poor children and orphans.
However, Cain was different. By forming Team Heaven, he directly invested several million Pokédollars. This money was primarily used to purchase Pokémon to enhance the combat strength of current members, as well as to acquire Pokémon for new recruits.
Of course, Cain also established a set of rules to manage Team Heaven. Only those who passed a proper evaluation could become official members; others would remain as reserves.
