He could see the thoughts of the 29 upper floor Contestants clearly. Their plans lay buck naked in front of him.

But Kai couldn't kill them. Not by himself.
By becoming the Supreme Protector, he couldn't interfere with other Contestants' missions anymore.
If he killed them, then that would be considered the biggest interference.
Black couldn't do this as well, as he shared the same Source as Kai's.
